The best way to write a press release is to follow the same exact steps of how you would go about writing articles. First go out and research your topic. Know what you want to write about inside and out, and make sure you give details, and a lot of information.
The best time to usually write a press release is when something new happens that is "news" worthy. If you write a press release you will have a harder time getting it accepted if it is paid where as a free press release most places let a lot more go.
